Anyone doing app installs?
App niche: Alcohol
Target country: UAE
What are the best ways to get app install in UAE since you can't do Facebook and Google for this niche already banned in UAE.
My budget is 8k USD per month.
Current ideas:

Content marketing

What about pops or push traffic?
POPs and push might be a good idea, even though they don't have much targeting options, but the alcohol topic might be pretty hot in a GEO such as UAE where it's banned by default. Not sure about native and whether they allow alcohol related ads, that would be a good match too.

Check also Appsflyer performance index, you can sort ad networks based on region and category (gaming / non-gaming / ...).
In case that you're looking for incent installs for burst camps then you can look at Tapjoy but I'm not sure about their volume in UAE.
