Im not guru but I can say that you should better test it by yourself.
Actually, there are only two placements on mobile (footer, header) so it's not a big deal to run a test on both placements.
From my experience footers are cheaper and there's less competition compared to header but the quality leaves a lot to be desired.
The best one is the one that works for YOU. And you find that by testing a lot of different stuff. It is impossible to give you answer that you want without you testing everything.
In TF you don't really chose spots in the traditional way ... just pick the banner format and it will be shown on the applicable spots ... they have only 2 sites in the portfolio, so no site targeting is possible either.
And as the others have said already, you have to test it ... there are no "best spots, best creatives, best placements, best offers ..." it all depends on the whole funnel, including the offer.
Another thing is that you will have to find the sweet bidding spot for any of those placements you choose on TF.
All placements can work, but you will need to figure out the right bid for it.
And that is something you cannot do without proper testing and experimenting + it's a variable that constantly changes.
There's no "best" spot, it's about finding what you can make work.
A spot that may be good for me may not be good for you.
It all depends on your offer, payout, geo, traffic costs etc. as well as your ability to make that spot work.
There is no way around testing and finding out for yourself.
for me i found TJ better than TF but still i run with TF a lot too 
TF there is no site targeting, which is the only drawback from my point of view at least.
but this doesn't mean to not run with them.
i find sometimes that the CR% on TF is much higher than TJ.
by time you will find the best geos on each ad-network that's what i found myself and helped me a lot deciding
For the spot.
there is 2 spots for mobile mainly .
HEADER--> more competitive and higher cost
FOOTER --> less competitive and lower cost but lower quality too
test both and keep in mind that you need to test so many things.
i found that what works on header doesn't mean that it will work on footer ., and what works on an ad-network X doesn't mean it work on ad-network Y
So TEST,TEST,TEST,TEST dude and you can then find the winner parameters . after that as they said above focus on finding the sweet bid that will keep you in green.
