Networks allowing domain targeting on desktop traffic
I know Zeropark and RTX allow it (you just use something.com as your keyword). Any other networks with decent volume and quality?

tonic.com had this keyword targeting, but havent run anything with them yet.

The problem is decent volume and quality
I ran PPV myself for 8 years or so but eventually switched to Pops because there are better possibilities to scale.
Apart from RTX and Zeropark there are Propel Media, Mediatraffic, Selfadvertiser who support domain targeting.
You could also ask Rapsio if they still have traffic.
I stopped using them when they had no international traffic anymore.
Then I had some good US InText campaigns there but volume was very low.
Apart from these platforms I don't know any others at the moment.

Thanks for the tips.
Might be a dumb question, but I've always thought PPV = pops. What's the difference?

In short : POP traffic is always a result of some script/code launching a new window/tab - small pop like a message, larger one, full page, on top or under the current window/tab. PPV stands for Pay Per View, so any type of POP traffic is usually PPV, since you pay per 1 POP which equals to a view.
In the affiliate language, regular POPs are launched by websites/apps that the user currently is browsing/using. PPV pops are launched by adware codes that are installed in the computer of the user, that's why they allow domain targeting ... so the surfer is browsing, nothing happens, until he lands on a webpage that some advertisers decided to target, then the POP launches.

Just a quick tip for ZP keywords to get higher volumes of traffic and help you bump this post.
1) if you are targeting a particular site, "exampleurl.com" , it is best to use broad match keywords as Zeropark keywords work on the idea of escalation. i.e. if you have "exampleurl.com" on exact match, you will only receive traffic where the visitor is had the exact URL. If you use broad you get traffic from all available pages "exampleurl.com/promo" and all subdomains "promo.exampleurl.com"
2) With this in mind it is best to use the shortest version of a unique keyword you can think of, so for a website it can even be "exampleurl", But you should not use this with very broad or non-unique keywords "url" as this could result in your getting traffic from sites that contain the keywords "ho
urly" "B
urlap" or even "b
urlesquely" for small keywords like "url" you should use exact match.

3) if a keyword is performing find out which {target} id is the one proving the quality traffic and bid up on that rather then the keyword. {target} id's are the unique identifier for one URL from one source, so it makes sense to bid up on the performing ones.
