That's awesome that you have already experience with two big pop networks. It will definitely help you a lot down the road.
Regarding the landers ... don't reinvent the wheel.
On pops for sweepstakes, you basically have just a few landers that are working and everyone is using (spinner/quiz/...).
First test the offers with them, you can optimize them (speed, headlines, translations, etc...) and when you have something that's working, start experimenting with your own ideas.
Adplaxity would definitely save you a lot of money and I think it's a must even if you're just starting out. Anyway, if you're tight on budget you can still turn on VPN, visit websites from Propeller/Popads and rip landers manually. But you need to know it will take you a lot of time. When you're starting out with pops you need to test a lot of offers and landers in different GEOs.
If I were you and with the same budget, I would buy Adplexity for 1 month and rip all the most popular landers for many different tier2-3 GEOs.

I know the service you mean, I signed up there as well to check it out and to be honest, I was pretty disappointed.
Many of the landers there are not good.
Of course ther are also working landing pages.
But you (especially as a beginner) have one big problem there.
You never know if these landers are working or not and you also don´t know in which Geos they are used.
So in the end all you download there is pure guesswork.
Then you still need to pay money to test these landers and that can probably just as high as a 1 month Adplexity subscription.
But on Adplexity you know at least where what landers are running.
I’d strongly suggest given your hard earnt test budget that you learn how to edit landers yourself.
With STM, spy tools, tracking, hosting etc that’s basically 6 months of runway blown on sass apps before you’ve even spent money on traffic.

Also: If you decide on a couple of verticals you want to be targeting over the next while, you can sign up for Adplexity for a month and download the most-popular 10-15 landers in each of the popular languages. After that you'll have a good collection to fix up and use for a few months. (You may not use all of the 10-15 landers - the extras are to make up for landers you have trouble fixing up. In the end you need to have 5+ landers ready to go.)
