does it need a website url when creat a facebook business manager account (1)

Hello,everyone
When I create a facebook business manager account,the page show is not like the facebook help center show,after fill in the business name and contact email,it show a new page need fill in the business address and website url. Is it normal process everyone should fill in? And if yes,what website url should a affiliater fill in when create the business manager account? Thanks very much if anyone know it.
