If you just want to setup a safe page, it doesn't have to look the same, so any basic WP theme would do the trick ... there is a ton of them available for free or a small fee.

In case you're not familiar with WP and need help, you might want to use some of the services that offer safe page creation ... for example bannerslanders.com from Attila who is a member of STM too.

Oh that's easy! Just google "rss plugins wordpress" and you'll find lots.

If it's really a safe page/site, then there's no way the owner would spend time/money on original articles. RSS would be the way to go. You only need to specify some keywords and rss feeds and set up a posting schedule. In this case you'd probably want all the articles to be posted at the same time. Will give you a fully loaded site in no time at all.

Fiverr and Upwork are your friends ... there are many freelancers who would do that for you

RSS feeds is one way of getting content as Amy suggested ... another good trick is to use content spinners. These tools change some words in the text to make it somewhat different from the original. People use it all the time to create "feeder" content ... they copy an article somewhere, run it through a spinner and post it ...

Have to be careful with just using RSS feeds to inject content into safepages for the big traffic sources, they recognise it for sure.

Exactly, but even then you want a bit more quality content these safepages are not the greatest anymore...
