When talking about and defining strongest GEOs there are many variables to consider and it really comes down to the offers being run, targeting, and filters.
Overall though it would be safe to say that all English-speaking GEOs are generally our strongest and typically have the highest volume.
However, EU countries such as DE, FR, ES, and IT are very close up there as well. We also have high volume in other GEOs like JP and BR, among others (just to name a few of what's currently most popular).
I would suggest creating an account and emailing your account manager. They will be able to help you out with more specifics once they get an idea of what offers your running and what your goals are. Every account is assigned their own account manager who can help with everything needed to optimize your campaigns, from keyword selection to bid strategy. You can also ask our account managers about specific GEOs that you have in mind and they can advise you on the best way to run offers in them.

Usually we only allow RON for these countries, but for STM Forum members we are willing to open it up for keywords.
