So the carrier list on PopAds is a bit outdated as it contains carriers that have had their name changed or subsidized by another carrier company. There is no problem like this in PropellerAds.
Is there a directory that contains carrier name and if its been subsidized or has had its name changed?
For example, PropellerAds contains 3 carriers total for a given geo. PopAds contains 20+ carriers. Of course a lot of the carriers in PopAds have changed names or have been acquired.
This is a problem when an offer expects a certain carrier and PopAds does not have that carrier name. It might have it by a different name, but that would take a bit of time to find.
Currently, I just google the propellerads carriers and see which carriers in popads are the equivalent. I lose about 10-20% of carrier traffic this way as I'm unable to locate all carrier names that have been changed or subsidized.
Is there a better way?
You can contact their support and ask for the correct carrier name, or the faster way is to just target all the carriers, and pass the isp token to your tracker. Then in the tracker stats break down by the carrier, and the isp data passed by popads, and you will know which one is which one 

This is also good to have at hand, it's like wikipedia for carriers. They document the carrier name changes, operators market share etc..

PopAds lists all ISPs, not only mobile carriers so that’s why the list is so extensive sometimes.
As someone mentioned, filter the carrier token with your tracker carrier dat and you’ll know which one is which

I believe Wikipedia will have all the information you need to target the desired carrier correctly 
Simply check out the list of company acquisitions a specific carrier has done in the last few years and you're good to go.
Outdated names are the easy part - the confusing part is that some ISPIDs contain both carrier and wifi traffic. PopAds is just weird that way.
