I get what they're going through but this "low quality page" stuff is out of control. I have the same ad, same content page yet some have "low quality" and others don't. They eat at my ad account like a cancer disapproving active ads 3-5 a day where I have 100's going then I get them re-approved only to get disapproved again 6 days later then re-approved again - this happens over and over.
This goes on non-stop and it's extremely hard to sustain when you have 100's of ads going and they constantly nail your ads THAT THEY WILL LATER RE-APPROVE anyhow only to disapprove again then re-approve again.
I am sure a lot of you are in the same boat... this is not an affiliate offer, it's strictly content, but how are you combating this? Why are the flagging, then re-approving the same ad then flagging again etc...
I was holding back on appeals, but lately they have got me so frustrated I said the heck with it today and put in 87 appeals of which so far most are getting re-approved again. However I know days later they'll just be disapproved.
Adapt or die brother, adapt or die.
Try launching another ad account and see if the issues carry over. Alternatively, try a new domain / website if possible to see if the domain has been flagged as low quality?
Have you considering creating new ads and content landers? Can’t imagine having 100 of dupes helps...

Created new ads a while back, the new ones eventually get flagged as and deemed "low quality content" Testing a new ad account.
Same here, it happened last month as well.
Tons of disapproval on running ads, no matter what lander we tested - nothing is consistent...
We re submit some of the disapproval yesterday and got it back.
Non of the ad account got banned although some had over 500 ads disapproved!
I believe it's some algorithm change and yes, we will need to adapt
