How to override Google's regulation - is it possible to advertise 3rd prarty URLs?

Hey there

I'm already active sending google adwords kw/display traffic to my brands.
Recently thought about remarketing and sending traffic to offers
that are compatible with my audience.
I have a very simple question which I’ve yet to find a solution to -
most offers run with the networks tracker URL and AdWords
usually bans traffic that displays one URL but sends to another

anybody have a suggestion or experience on bypassing this?
There’s many offers I’d like to run but in 100% of the cases the URL is not the offers
URL.

If it's "whitehat" you can just use someone else's display URL and send them there.

If not, you can't bypass this and adhere to Google's policies but people generally achieve this by using some sort of cloaker. The cloaker will send the traffic where you want it to and attempt to hide itself from Google's review.
