Looking for someone that can help me setup facebook pixel on my safe sites and when a conversion occurs in hasoffers it will call the page on my safe site and fire the FB pixel.

If you have access to this landing page's code, you can just insert the conversion pixel code that FB gives you inside the script tag. If not, has offers has to have a possibility to insert your code (retargeting as well).
