How common is giving pubs access to this data? I've been away from AM for a few years now.

PUBS don't give access to this data; what you do is you scrape the emails, then you make custom audiences and target that way. Facebook wants to ban this, if they didn't opt in to your 'list' then you won't be able to generate a custom audience based on the emails.

I understand that but what about OP saying "
Seems like networks granting pubs access to lookalikes might be going away soon". Is that not actually a thing? I understood what he said as affiliate networks and offer owners providing affiliates with seed data for audiences.

what i think he means is cpa networks would share their lookalike audiences with different ad accounts. we've had t hat done before in the lead gen space... if the lists are opted in and that can be confirmed, then i don't see why they would ban that since that passes their new rule...
for example, if i share my custom audience from iamattila, which is all double opt in with an other ad account, who could very well be my assistant assigned to promote my website... i don't believe they will ban this
but they will ban a cpa network giving you in notepad list of emails which u can import, which a lot of BH people do (us included) to get great LLAs generated

It's kind of buried beneath all the ill-gotten email list talk, but they are also planning to ban the sharing of custom audiences between business managers.
Note the last sentence in the attached image.
And this paragraph at the end of the article:
"Meanwhile, barring the sharing of Custom Audiences between Business Accounts might prevent those with access to email lists from using them to promote companies unrelated to the one to which users gave their email address. Facebook declined to comment on how the new ban on Custom Audience sharing would work."
Networks I work with will share LLAs based on the advertisers pixel with all their big facebook pubs. It sounds like that practice may be banned soon.
