I've done some research on the forum, but could not find any decent information. I am looking for a cloaker for POP traffic (desktop specifically) that does not charge per even. Do those even exist? It seems that profit margins would have to be pretty high on POP in order to use common "limited events" per month cloakers. Any help/suggestions would be appreciated!

As I understood you want to hide your landers? If so, from who? Network/Advertiser/Source? 90% of cloaking can be done via tracker.
From all 3 to be precise. Network, Advertiser and Traffic Source.
