Cannot create new Bing Account

Here is the situation. I currently have a Bing account that is active and has been for a few years. I am pretty sure my account is limited, as I am only able to spend roughly $500 per day no matter how many adgroups, keywords, etc I add to the account. I know there are other's in my niche getting MUCH more traffic.

So without
jeopardizing my current account, I went about creating a new one only to receive this message:

Based on our review, your account F118M664 has been closed. For privacy and security reasons, we cannot provide details around your specific account closure, but the most common reasons that require us to close Bing Ads accounts include:
The payment method on file was not authorized by the account owner.
The account was accessed without authorization.
The account is related to an account that was previously closed. The account was determined to be high-risk to other customers or advertisers, as stated in our Editorial Guidelines. As described in the Bing Ads Terms and Conditions, we do not need to state a specific reason for account closure. Please know that we have taken this matter seriously and have thoroughly investigated the issue. This decision is final and we consider the issue closed.

I tried to be stealthy with the new account. An entirely new computer never used on bing before, new residential IP address never used on Bing, new CC in my daughter's name with a different billing address. I was banned right after adding the new CC.

The only thing that I can think of is the CC is an American express business card that is directly hooked to my personal American Express card. It does have a different #, but it is hooked to my account. The billing address is a fake one that I added to the American Express account.

So my question is, am I overthinking things? Should I open another account in my name without trying to be all stealthy about it? It seems to me that the billing is an issue. It could be that something doesn't match up perfectly??

I think I am having the same problem regarding limited spend. When I started on Bing a few months ago I was able to spend a lot more and was getting far higher ROI... WRT the account closure, I feel like it may be the billing issue. I have always used my proper billing address and have never had an issue.

Is using a fake billing address a common practice?
