Instead of promoting other people's dating sites, what does it take for me to create my own?
lots of starting capital and a unique idea :-) so i guess thats not an option but you can look for some whitelabel dating offers (cupid has a pretty good whitelabel program).
What are the pros and cons of cupid whitelabel?
Can i modify my site? Can I change how much I charge?

Yep whitelabeldating.com is the one that I hear most when people say they create dating pages, and I know some people are chucking up some serious numbers.
I also heard they have a database of a few million people who are open to viewing your dating site from others, not sure how it all works because I am not that technical haha but yeah it can help you to bring in money.
Also you choose the model you want to charge, as in I think there is a silver and a gold package, so sign up is usually free but then its like $10-$50month/depending on what the user can do and whitelabeldating handles all this.
I never ended up doing that since it was a lot of hassle/work and unless the site generated a lot of revenue they would give you only 50%.
I've put a ton of thought into this but little research. I've talked to friends though who explained the many many complications involved and proper capital that's needed.
