Facebook retargeting pixel for native campaigns

Hello Facebook stackers,

I am running native campaigns, and would like to expand to Facebook in the near future. A couple of questions about what I can do right now

  1. Can I use a retargeting pixel from Facebook to track users that converted on native traffic.
  2. Can the above be done without actively running a Facebook campaign?
