It gives some general details that it is a CPA video offer, but I really have no idea if this is selling peanuts or bananas? Mind you I have yet to apply for any offers, but I am hesitant to do so as that would imply I intend to run traffic to it.
Are most networks this vague with offers? I am finding it extremely difficult to narrow down which offers to test as I don't have enough information to make an informed decision.
Perhaps I am missing something obvious here. Thanks in advance for helping to point me in the right direction.

Thanks for the banner/screenshot tip, which I did check out.
I decided to apply for some offers anyways to get the offer links and possibly do some more scouting. Good news is that I contacted them on Skype, listed the offer IDs I wanted to run and they accepted me almost straight away. The URLs don't seem to point directly to the offer; it just sent me through a few redirects to another offer. Anyone have any clarity on this?
Since I have yet to actually set up a single campaign, I am not going to focus as much on selecting the offer, but rather the process of getting one up and running. I'm currently in the midst of reading
Check the screens, banners, try to force the offer to open.. Are you referring specifically to carrier-billing offers that accept mobile carrier traffic?
If so, the best way would be to just direct-link to them to see if they would even convert first, before wasting time on research
If you want to see the actual offer, it can be difficult. You may have trouble finding out what the final offer url is due to automatic redirection if you're not browsing from a phone that has an active data plan from the particular mobile carrier. Even if you have the final url, you may STILL get redirected by the advertiser, perhaps to a version of the offer that has different flow (i.e. NOT 1/2-click, but pin submit or similar).
There are services out there that will allow you to emulate carriers but those are typically quite expensive.
So your best bet would be to ask your AM.
UNLESS you want to go through the trouble of going to Fiverr and posting a job where you request for users of a particular mobile carrier to subscribe to the offer while capturing the entire process on video and sending it to you. I've asked people to do screenshots for me in the past, but have always advised them to stop at the subscription button. If you want for people to actually subscribe and show you what's "inside", you'd need to let them know they'd get charged and that you'd reimburse them for the first month. They'd also need to know to unsubscribe before they get charged for the next billing cycle.
