We are promoting a US lead gen offer on FB. After a few hundreds of ads being tested, several of our ads reach RS of 8, quite nice. However, the conversion rates are terrible. All these ads are genuine for this type of the offers, meaning no clickbait or anything like that. Can we assume that there isn't much left to test in regard of targeting/creatives to boost the conversion rate? What we haven't tested is the landing page and the offer itself. Maybe the next step would be testing the landing pages now?

Provide some more info like;
- how many clicks from FB
- how many clicks from lander to offer
It seems your ads are relevent yes, so you probably got the right audience, according to FB then. See if you have huge drop-off on the lander. If not, test several similar campaigns.
Is 30% CTR considered a drop-off for landers?
30% lander CTR sounds really good actually. What has your conversion rate been overall during all of the ad testing? Also, what has your CR been specifically for the high relevance score ads?
