Many people use Luminati. Not the cheapest but is recognized by many as being high-quality.

We use US RDP. It works for what we need. Hope that helps. :-)
Really depends what you need it for. Services like luminati will route all google.com traffic out through a data centre IP so AdWords won’t work etc...
