After I've been charged 15 euros by my bank when i've changed a Neverblue check i asked my AM at NB if i can get paid through paypal.
That sounds very odd.
I would just hit them up and ask exactly what the need for this is, if your AM isn't clear about why then just ask for the contact details of someone who knows more.

Seems odd that they don't "investigate" all traffic for quality issues until you requested PayPal payments.
It makes sense. Theres probably a lot more fraud from people requesting paypal payments instead of bank wires. It takes 10 minutes to open a fake paypal account and verify with a vcc but it takes a lot more to open a fake bank account.
A Neverblue affiliate's first payment is usually via check to your registered address and made to your name as form of identity verification, subsequently you can request to go on paypal/wires, etc.
In some cases, compliance will request a "lead quality" check before you get switched to the new payment mode.
It usually takes about a week for this to go through. I'm not sure what "quality research" is, but it sounds like a type.
