So we set up an Adwords account a few years ago that was set up by an ex-business partner which was banned for policy violation.
Recently tried to open a new account for a new product - which is totally legit (online course training people to trade financial markets) - via a VPS with new email, new payment, new domain etc but got the ban for circumventing the system.
Any ideas on anything that can be done here to get back onto Adwords somehow? I feel like calling them won't work because it wasnt a policy ban, it was a 'you tried to hoodwink us' ban which they take super seriously from what I hear.

What budget did you start with? How old are the tracking and destination domains?
Try it again, but you will need new private proxy, clear all caches ( or change pc ), aged gmail acc, new address, cc, domain. You should start with small daily budget.

Starting budget is a factor, but not the only one. You will notice that scaling up from any budget is going to flag another manual review if you set off the other alarms.
As other experienced search affiliates will attest to, this crap about "account warming" is ridiculous. Either it sets off Google's alarms day one or it doesn't. I know guys who rapidly scale accounts to four-figure spend because they know all the alarms and pass them. The challenge is keeping up with all of the different flags in the Google algo. Looks like you have some testing to do, my friend.
Start testing different methods of how you're doing your ads and landers.
I fucked up once in my previous business, did something against the rules, got suspended ... but like in your case, we needed the account back. Took me about 2 weeks or a month, lot's of emails, lot's of ass-licking ... but eventually, I got the account back. I tried to be as reasonable as possible, explained the problem and that it's unrelated to the new campaigns ... it worked, but it wasn't easy. There is still hope 
"Circumventing" can and most likely is related to your landing page. "online course training people to trade financial markets" may not be as "legit" as you may think - especially from the eyes of Google. Post the URL here or send me a PM and I will take a look.
As tbranley said, circumventing essentially translates to "We don't like what you're doing and stop."
I'm experiencing a similar issue, which i am currently trying to solve.
Last year I promoted a direct advertiser on adwords.
Ran the same campaigns for about 3 months, with a 6 figure spend without a single issue. All of the sudden and out of nowhere I got a ban for "misrepresentation".
After chasing adwords for about 3 weeks and lots of back and fourth emails we didn't get anywhere. Least even less of a vague reason for the suspension, so eventually we gave up and started exploring other traffic sources.
This week, I decided to open a new account and try running a similar campaign. The account, ads and billing have been approved (same billing btw)
I ran the campaign for two days, with about $1,000 spend. But a few hours ago just a ban again, for the same reason: "misrepresentation".
This time, I want to give a better fight. I've never cloaked, or promoted any illegal/shady offers (at least not to the best of my knowledge)
I will start by giving them a phone call, and possibly visit their office (which is actually a walk distance away from where I live in Tel Aviv)
I will definitely update this thread if I have any progress.
