As most long time sweepstakes affiliates would say, major holidays should have a big toll on your campaigns with decreased CRs.
I paused all my camps nearing the new year and restarted them on 3rd Jan. However CTR dropped, CR dropped, EPCs dropped. Is 3rd Jan too soon to restart camps? If not, how long should I wait?

It's just a matter of having good ads/good targeting & a bit of luck you beat the competitors in general. Where you see bad results on the 3rd of Jan, others see good results. There is not a single day of the year not suitable for launching/re-launching campaigns in fact.
