Overlap?

I am surprised by the big difference to be honest.

Sometimes it takes a while for FB to get the actual numbers of the custom audience, delay could be hours sometimes I experience.
Overlap might be the case indeed, especially when it's a video which is very funny or needs some close attention to understand it well.

Did you set a certain geo for the custom audience? Perhaps a bunch of the viewers come from different geo than you selected so they aren't included.

Other option might be people watched the video without being logged into their Facebook account. But I assume that only will be a small amount since most are logged in general.
