I'd imagine Revcontent, and MGID would be good for that. Are you using spy tools? Adplexity Native would give you some great info on this.

all native sources (Mgid, Revcontent, Engageya, Taboola, Outbrain, content.ad, etc) have tons of traffic in LATAM, it is relatively cheap compared to tier1 geos, and, the must important thing, they are much more easy going on approving stuff for LATAM geos.
For the verticals you mentioned above I dont think you need any cloacking at all (of course this depends on how aggressive your landers are, but the verticals them selves are not problematic).
