Have you tried contacting their support?
It could be that the Android Webview traffic is coming from apps that use embedded Chrome browser engine. This way the visitor doesn’t have to jump from the app to the browser, but open the page within the app.

hmmm... actually the tracker will detect itself the browser version of the visitors - not quite sure if targeting relies on campaign tracking tokens or not.
Considering that their support is already on your case, before stopping to buy their traffic I believe it would be better to work with them and get the problem sorted out as it's actually showing good sings (you have conversions)

I have tried ask them to sort it out. It's seem they end up no reply to me. Really feel spechless. What I can do is try to optimize the non targeting traffic to few smart link. Hopefully, can get better result. Otherwise, will stop use this TS if can't get profit. For the billed click/impression seem pretty match with my
Avazu DSP is rubbish, they will steal your campaign and stop your traffic, maybe they have their own MB team.
DO NOT WASTE TIME IN MDSP.
