Hoping someone can help an FB noob....
When scaling is it best to dupe by campaign or ad set?
Any particular pro's or con's either way? Any insight on what FB prefers/reacts better to?

If you duplicate, always on campaign level. If you do ad-set level the same ad set will be launched in the same audience.
Best is to duplicate on a new account, so you have a new account with spend and you spread the risk + you stay under the radar with not much spend on one account.
