is directcpv based in exact match bidding?

I was told from directcpv that the url bidding is based on exact match.

For example if someone is bidding 0.050 on :www.gieco.com

and I was bidding 0.015 on :www.gieco.com/carinsurance

assuming we are the only bidders, then I will get impressions. Is this true?

I thought I will need to bid higher then 0.050.

Any thoughts?

I think the highest bidder get's all the traffic , even if you are more specific.
I'm sure it's this way for LI , TV , MT ans AdOn.
Will ask my AM at DCPV to be 100% sure.
