over time I collected a few ISP'S that I determined as fraud by plain experience and advertisers reports

Digital ocean inc., Microsoft corp, Rackspace hosting, Optimum online, Charter communications, Suddenlink communications, Psinet inc., 11 internet inc., Frontier communications of america inc., Amazon technologies inc., Thus plc ta demon internet, Airband communications inc, Quadranet inc, Qwest communications company llc, Embarq corporation, Singlehop inc., Linode llc, Microsoft limited, Alibaba.com llc, Interserver inc
are there instances you think that real traffic is coming from these?
Right now im filtering them via my tracker-adsbridge
The only names that I recognize are all hosting companies. So that would mean that there are people using those host as proxy, probably spytools are using them as well.
You should block those, since the chance of conversion is really low, however there is just one way to know it for sure and that is testing!
optimum Online,, charter communications, and suddenlink are definitely not bot networks. they are huge cable tv/phone/internet service providers. blocking these ISP's will be blocking potentially millions of legitimate visitors.
As a general rule, if you see any traffic coming from a hosting company (Amazon, Digital Ocean, Rackspace, Linode et al) you're pretty safe to block it. At least until Amazon gets into the ISP business too.
A lot of this traffic is real, and makes real conversions. The only problem is that they are not from the GEO you see. So you have a guy from Pakistan using a US Proxy to see porn. This guy will sign up for every shit (PPL), but the advertiser will complain to you. Better block it. In 99% of the cases its not the traffic advertiser want.

i have a pretty big list ive collected also, ill have to remember to export it from my mysql DB i have it stored in and post it here.
also, if anyone is interested in really narrowing things down, i know some of the geo-ip database companies like maxmind and iplocation have an IP address/ISP/"ISP category type" database for sale and it shows in the ISP category type if it is a categorized as a datacenter or something else. these are pretty up to date usually. although i dont have access to one, if anyone else here does and would like to export a definitive list of all the ISPs categorized as a datacenter, well that would be great.
