Outbrain is very strict when it comes to ads approvals... Are you running anything on Outbrain? What niche?

Outbrain usually always been strict with content cause they mostly work with premium sites. You should check out CPL offers for finance or insurance. Content arbitrage usually also works. Besides that i'd try some clean ecommerce offers/products. For premium networks like Outbrain and Taboola rule of thumb is the cleaner the better 
Legit offers
Harder to find but they will last longer and the traffic quality is much higher than the usual sources affiliates run on.
As mentioned, these sources want the best user experience. So if the offer isnt whitehat or it can cause more than a normal amount of complaints - they will shut it down.
Well known brands in the eCommerce and travel niches are good choices. Also well known games, Solar offers.
Basically, something of value to the user should be ok (as long as they have functioning costumer service).
I am running many "affiliate" offers there but you have to make sure the landers are standing with their policy, for example:
You can't design it as CNN page
There must be T&C and Privacy only (real)
You have to make sure the menu bar is working etc.
it is a great source with really high scalability potential if you keep it "legit" by their rules
