For your non-geo remnant traffic is it better to send it to some generic PPS offer that accepts all countries or some sort of smart-link (crakrevenue etc)?

If by non-geo remnant traffic you are referring to the leftover traffic that doesn't match your offers targeting, I would suggest going with an Afflow/Monetizer link.
Since they are rotating hundreds of offers every day from different networks you might get a better match for this type of remnant traffic.
As a provider of adult smartlinks full of SOI/DOI offers I would have to say smartlink. 
IMO your best shots are smartlinks as well.
They do the best job in segmenting your traffic and sending it to the right offer at the given time.
It still may not be 100% perfect or immediately profitable, but it's the second best thing you can do beside creating your own funnel/offer combination.

Regarding use of smartlinks, are you direct linking this (ie all non geo traffic goes to smart link after clicking your banner) or sending them to the smart link after going through a lander?
For example right now I have 2 of the same lander, however 1 is for traffic of the correct geo, and 1 is for traffic for the incorrect geo. It's the same funnel, it's just once they click on the final button based on what geo they are from they are either going to the offer Im promoting or the smart link.

You have basically 2 options here:
1. Send the out-of-GEO traffic directly to a smartlink, which MIGHT bring in some additional revenue. The problem is, most smartlinks are designed to work with carrier traffic, which won't help you much. Then, some smartlinks carry very aggressive offers, that can get you banned at the traffic sources ... for example exoclick tends to be quite strict here. On top of that, smartlinks are meant to monetize remnant shitty traffic in large quantities that are result of pops, redirects, blind clicks etc ... so the returns will naturally be pretty low.
2. Since this traffic comes from banner clicks, and it's Dating banners clicks, you SHOULD get better results when sending it to a dating or a more related offer. Now you have to make one decision ... how much traffic are we talking about here, cause usually it's just a few clicks, part of it are reviewers and other affiliates spying ... is it even worth messing with it?
In case you decide it is, you have 2 options again :
- 1: send the traffic to an EN landing page and forward it to an international dating offers, usually some PPS - you might get a sale here and there.
- 2: prepare native language LPs for as many GEOs as you can find solid PPL offers for. Use these to create a separate catch-all campaign and send the traffic there. This way you will have the most optimized funnel and you will send each user to a LP and offer that targets their home-market.
You can try to directlink in both cases, but we all know how dating works without a LP...
You can even take it one step further and create special campaigns for mobile/carrier traffic etc ... but again, it HAS to make sense. It's absolutely worthless to waste time on such a setup, unless you are running a LOT of traffic.
In short I would say smartlink, simply because it provide you with a better 'spread' of offers thus increasing your chances. If you use 1 offer as a catch-all, that offer might not work and you won't have a plan B. But it depends how fragmented your traffic is, is it coming from different countries / os / browsers etc? that might be more difficult to maintain, basically as anything else in online marketing, it's all about trial and error, if it works pump it up and if it doesn't make some changes and optimize against your data.

I would go with Matuloo's second method. I may know of a place where you can find a lot of native language LP's
I have found that for the most part, offers convert best if the LP is the native language of the user.
For the smartlink I would run with a pre-lander, otherwise its a pretty easy way to get shut down quick
Why not do split test and test them both and see what makes the best revenue?
