Recently saw this

Where did you see this? Seems purely like a publisher ID, not a full blown traffic source like PopAds or ZeroPark for example.

I saw it when spying, well it's not always pub_id, some put it as
&site_id=
&4=
But it is in that format. Hence the question.

Manual spying or AdPlexity? AdPlexity already tells you the traffic source usually. And this basically refers to the site ID - the ID the website has on the traffic network, for example that website can be at www.thisiswhereyouserveads.com and have the ID 4568.
If it's for pops, look at the detailed reporting in AdPlexity, it will tell you everything you need usually. If not, could you give more context around why you need this info, then maybe someone can help out more?
