I am new and have interest to start with facebook promotions.
what are the best affiliate platforms and programs for facebook games. And how does it work
This is a very general question ... how does it work? You pick an offer and try to find the right audience for it .. just like with any other vertical in AM. You need to ask more specific questions.
As for networks, try to look at glispa or some of the Chinese networks for gaming app installs (not really recommended for newbies due to high KPIs to meet) yeahmobi, appflood, avazu network ...

How did you come up with the idea of working with Games on Facebook?
You'd definitely need to go with CPI (pay per install) affiliate networks, and among those that Matuloo already mentioned you can check some more right here
Besides, if you are just starting out, you could try to work with mobile offers, some Sweepstakes or Mobile content offers in order to learn about affiliate marketing, "get your feet wet" and decide what you actually want to do next. In this case you'd need to use traffic sources other than Facebook, and probably purchase traffic at ad networks and DSP.
