My audience comes from google and lands on the company homepage. Then they find their own niche page and then request a quote.
My plan is to target people that reach their niche page and not the request a quote page. Is this a good start?
Question - Would creating a new page with fresh content about about why they should request a quote, how their business is at risk, how much we can save them, etc be effective or should I just make a vid of myself talking and encouraging them to casually message me with any question on messenger?
I have tested neither so what do you think?

Do you have search traffic coming to some of these landers for insurance? Just bringing it up because those can be some very good re-targeting candidates and also very good custom audience to create lookalikes from.
You can and should create custom audiences for people at each step and then retarget them.
The "test everything" mindset still applies to Facebook, just that the way you test is much different compared to something like pops or mobile display.
Take my advice with a grain of salt, I'm still learning a lot myself, going through the Facebook Master Class these days, and from some ecommerce campaigns experience.
Hey Nirvana. I love the idea of using messenger to qualify leads, warming them up to a point where you offer them a call. This is something we're testing for 6 Week AMC seats on this upcoming run. I think people really feel better about talking to someone on the phone when they're making a big purchase like this, even if it's just to ask questions they have already read the answer to. Let me know how your tests go and i'll do the same.
And yes. I think the idea of pixeling audiences when they are a bit further down the funnel makes a lot of sense for your business.
