How do you plan on promoting your site?

I believe it mainly depends on your experience. If you know SEO techniques and know how to reach people, I believe any country would work. But sometimes it's easier to purchase already existing websites and promote them. SEO is a user acquisition method that works in a long term, so it will take time.
The targeted countries will depend on the audience that is easier for you to bring to the website. For Tier-1 countries the website should be of a great quality, and if you are ready to spend time and make it pretty, then you could definitely try. Although, tier 2-3 countries might be easier to work with.
Dating is normally doing pretty well in EU and North American countries, although if you do it with quality. In terms of offers, honestly, I think for a very specific website it's better to use an offer coming directly from an advertiser, and not from the affiliate network. This way you can make sure it matches the content and so on.. at least for casino.
Or, you can set a Smartlink that rotates dating offers, and if one of the offers is getting paused or simply doesn't work anymore, there will be another offer substituting it. This will save you time and automatize the process.
