Common sense tells me to translate the ripped page into English...
Then read what it says, then brainstorm ~ 4 new angles...
Then get those 4 new angles translated back to the original foreign language.
Is this the correct process?

Google translate much better than it used to be, good enough for brainstorming angles in most cases depending on the original language
Google translate can help a ton indeed... it's good enough to understand the angle in pretty much all cases. However, I would recommend to hire a native speaker to translate your new angle back to the target language. Google translate can do this too, but in some languages the translations are still very "buggy" ... needless to say that local slang can improve the performance quite heavily in some verticals.
My preferred way of doing this is to write a lot of new angles and then getting them translated at once ... so let's say a page full of angles, the price per angle will be very low this way since many translators usually charge per page
