In some GEOs, there is plenty of users behind a unique IP ... could be shared internet, maybe shared connection point in a large building or a block of buildings ... not sure about the infrastructure in Iraq when it comes to mobile carriers ... but seeing multiple conversions from one IP isn't necessarily a signal of any problem ... though I have to admit, I've never seen that many from a single IP.

Hmmm your CR doesn't look outragious high, so I guess it's oke. You should at least double check with the network/advertiser and explain your findings.
Normally when you see so many conversions on one IP it's someone triggering the pixel by hand/bot, but that should result in very high conversion rates in general.

Simple explanation. There's a very high probability its fraud traffic and that the advertiser/network will disapprove your conversions, so better stop this traffic for the time being - at least until you get some feedback from the advertiser/network - and focus on another source in the meanwhile.

CR is meaningless nowadays. Fraudsters are smart enough to keep CR artificially low in order to avoid red flags.
Most networks and advertisers are advancing rapidly enough though and look at a variety of metrics to determine whether traffic is fraud or not.
e.g. IP location, duplicates, patterns, IP pool identification, browser language, carrier, VPN usage, timestamps, second pixel for measuring user activity after conversion, etc.

True that. I wouldn't jump on the fraud train too soon tho'.

the screenshot shows the data for the entire year, so in that case it's not unusual at all I would say

Most likely they route traffic through a limited number of IP addresses

Yup, this is what I'd side with too. I'm seeing multiple conversion from the same IP all the time with carrier billing offers, but it's not usually that many - in most cases it's like 5 or so.
