Facebook rejects bank cards, how can I fix it?

Hello everybody!
Facebook will constantly reject my cards. What is the basis for Facebook's decision to accept or reject the card? What exactly affects the% acceptance in your account?

I am from Russia and my ad accout all from Russia too
I use proxy + spybrowser

VCC's and prepaid cards are rejected in most cases if their bin's have been abused already on tons of fake accounts already caught by facebook. If particular cards from specific sources have been abused enough already, facebook adds them to the banned list.
