What verticals and offer types are converting well with mobile pop under traffic currently? I do plan on using landing pages, if necessary.

Adplexity for mobile pop spy tools. There's lots of verticals working on pops, I would just cruise around Adplexity for a while and note down whatever you see. Dating, sweepstakes, antivirus, mobile content...to name a few. I don't really use a rule of thumb for landing pages. I just grab the top ones that I see in spy tools and run them all until one stands out. Once you run some campaigns you'll get a feel for what works and what doesn't. Translations I'm not too sure, don't really use any. I've heard of One Hour Translation, or getting it done on Fiverr.

Like priest has suggested - just browse through Adplexity and you'll see which verticals are working on pop. Set the filter to "Received most traffic" and the timeframe to something recent like 30 days for example, will show you offers that are running the most volume.
For testing landers - like priest suggested, just run all the different ones you see on Adplexity, and cut inferior landers as they reach statistical significance. Here's the method for cutting landers:

For translations - yes onehourtranslation.com is basically the go-to. They're expensive but they're fast.
If you wouldn't mind waiting, try Fiverr. Choose gigs that have high star-rating (at least 4.0, preferably 4.5+) and the more reviews the better.
Another way would be to hire a part-time translator from freelance sites - but that's only if you have ongoing work and consistently run in certain geos that speak a certain language.

I am surfing around on adplexity and under "ad types" there is an option for "redirects" does this mean pop under ad type? If not which ad type would fall under mobile pop unders?
