When running on the large mobile exchanges like Mopub, Smaato, rubicon etc. how do you do your whitelisting?
Do you start with RON, a whitelist of scraped/related targets to test funnel or any other way? RON and cutting after low CTR after 1k views or x amount of payouts gets expensive quickly.
Can anyone share their cutting strategy?

I'm not running on DSPs much now, as it got way harder than before... but when I do, my strategy is a combination of WR % and the overall results of the traffic.
Based on past data/experience, I know I want to reach certain winrate % (usually 30ish %), so I adjust the bids until I reach it : this involves creating several white-lists, each with a different bid. It's very time consuming method, but it also works pretty well once optimized. Once I'm getting the winrates I want, I just optimize by following the standard rules, mainly CVR/Profit and CTR.
Sometimes it also makes sense upping the bids for higher win rates and better quality traffic, it depends weather the DSP allows micro bidding or not.
Some DSPs, such as Sitescout and Pocketmath, provide a list of inventories of the placements they have for the various geos. I would create my whitelist based on this list. For DSPs, such as Mediamath and Adform, where you will not find such list but have access to lot more inventories, I would create whitelists based on the inventory lists available from the other DSPs (e.g. Sitescout and Pocketmath). I would also use Alexa to find the top 500 sites for any particular geo. Sometimes, I would use scrapebox to scrape for placements targets based on targeted keywords. For DSPs that have auto-optimization towards a target CPC, I would start from a low target CPC and slowly raise the target CPC.
Some DSPs have contextual targeting capability based on keywords (e.g. Peer39, Grapeshot or Admantx). When my targeting is based on very tight keywords, I would not use any whitelist.
