Chances are this is due to the CDN "warming up".

Try firing a bunch of traffic at it using Blitz.io or similar and see if load times go down. Or just retest 10x in quick succession using the site you've been using.

If that doesn't work we'll dig deeper.

However, I'm still unsure of loading speed. One thing that's still happening is say I test a lander (1.4K simple HTML/CSS with a 40KB compressed image).

The speed on Pingdom from an AU server, at first, gives me 700ms, second time ~200ms and third and subsequent times 16ms! GTMetrix with a Vancouver server, gives me 125ms. Dotcom-tools gives me 700ms-6secs depending on GEO (1.8secs in AU and 6.2secs in Montreal). And Webpagetest gives me a load time of 1.3secs (1st run), 0.665secs (2nd run), and 0.314secs (3rd run) on a Galaxy S5 (US based).

If I'm running this lander in Australia, how do I know with confidence what speed it's actually loading at? I don't want to have second thoughts about whether this is causing campaigns to underperform.

You can load the image async, this will improve loading time for the doc.
However, I'd suggest going with a CSS button ( you can pretty much paint the MonaLisa with css nowadays )

Also, to avoid some weird bugs on some browser versions, add this to your css:

html, body { position: absolute; top: 0; left: 0; width: 100%; height: 100%; }

This will ensure the containers look ok if anything is positioned absolute in the page
at any time. Without it, some browsers make the tap untappable on the desired element
inside the body tag.

PS. You don't need all that CSS so you can probably shrink the LP down even more
