Edit Current Campaign or Setup a new one?

This is more of a general question, I don't have a specific situation. I'm just starting out testing various popup networks and various mobile offers. What's the general rule of thumb when you should edit an existing campaign vs setup a new campaign? If I'm going to change GEO or carrier, would I set up a new one? What about changing the bid?

Two hypothetical situations:

1) Campaign is not yielding results so I want to try a different GEO?
2) Campaign is working, but want to add another carrier?

It depends on a particular case. In order to change GEO or carrier you definitely need to start a new campaign, since then you might need to change the offer, creatives, set a different bid, etc.

But in case of the bid changes for one campaign - sure you can do it in the same campaign. It would complicate and pause the whole process, and mess up your stats, if you'd have to start a new campaign every time you want to change the bid.

Sometimes if you see one of the parameters performing great, for instance a certain website, you can create a separate campaign for that particular website, and continue exploring the initial one.

In regards of adding another carrier - this also depends on your campaign. First - offers might not allow working with several carriers, so there would be no need to add one.
Or the opposite - the offer can accept traffic almost from all the carriers in that specific GEO. In this case you need to add them all when starting a campaign, and with time, looking at the results, exclude the poor performing ones. And yes, for that you won't need to create a separate campaign, as you can simply blacklist the carrier that you don't want to get the traffic from.

Geo and carrier are pretty major traffic segments, plus the bid can vary considerably for different geos and carriers. So I would definitely advise setting up separate campaigns to target either/both.

If you're wanting to do a quick test you could target multiple geos and/or carriers in the same campaign, but keep in mind that you'd be overbidding for some geos/carriers while underbidding for others. So once you see some potential, optimize for each geo and/or carrier separately, and test bids for each to find the optimal bid.
