i want to run male enhancement supplement offer don't have idea where to promote what should be the best ad network to promote these type of offer , i see some people are running campaigns on adwords by cloaking. But question is how even google is so much strict to affiliate links & cloaking.

There is no best, depends on your ads/angles/ideas/own preferences.

What you got till now? Just the offer? I think you have to research more on this vertical because it's hard to give good feedback based on your little story above.
And no one will tell you exactly what's working best for them ofcourse.

Do you have your infrastructure ready? Companies, bank accounts, CRM, merchant accounts, product, fulfilment, support?
What is your planned geo? Some networks are stronger in one than the other. What are your caps and goals?
