What are the best pay per call affiliate network platforms that may allow somebody to setup a small network in their third tier country to easily attract and manage affiliates and advertisers.
It seems i can easily find tracking software but no aff network solutions with pay per call. How would you go about setting up your own system for managing a few pay per call advertisers and affiliates in a cost effective way?
Or do any of the networks have a or white label solution?

Most of the call tracking software out there is built on specific Telecom companies that have different availability for phone numbers. For example Invoca is only built for US/Canada and the UK. Other companies might be able to provision numbers in your country depending on their upstream provider.
