I want to track the conversion in FB states.
Facebook gives me pixel as a code and the affiliate network (or tracker) needs s2s (server 2 server) link to do the postback to it.
How to implement FB pixel with the network or tracker?

In general you can't fire a client side pixel (FB or any other kind) with s2s postbacks.
Yup - to expand on MrBaffoe's point, you actually need the pixel to fire on the user's computer's browser. It's no good if it's called by an ad server.
Most aff networks should understand the need to fire a Facebook pixel on conversion. I'd just recommend asking them what the best way to do it is.
i ve asked the network before to have the advertiser do it and they have done it without asking me... so this way it fires on the conversion side of the advertiser. i would just ask your aff manager if they can communicate that back to the advertiser or their tech team.
