So I found a sweeps offer that pays 2.00.

18% ctr on the pre-lander isnt that good. Should aim for 50% or more preferably!
26 clicks and 1 conversion is too little data to conclude the offer is bad. 30 clicks and 3 conversions makes it look much better for example. Try to reach 100 clicks at least on offer page to have a decent view...

Yes, that's possible. Depends on the advertiser' domain (not being flagged) to direct link or you just put a simple questionnaire/prelander in front.
