Sitescout: How to bid on high CPM/premium sites & group sites

Was recently contracted by a home products (sinks, faucets, lighting, etc) manufacturer that wants to get into online marketing. I was involved in native advertising a couple years ago but since have taken a hiatus to focus on other projects. Now looking to get back into marketing starting with this client, and am aiming to use Sitescout to run display ads for his products.

I'm fairly new to display, never took a serious stab at it, but I do know my way around an interface and how the system works. My biggest obstacle so far has been understanding bidding and grouping of sites. I create groups of sites (news, home improvement, blog, entertainment) and set bids for each. My two questions are: I'm not getting any traffic from sites such as cnn.com or yahoo.com, bidding at $10cpm, what am I missing here? Secondly, how should I go about picking my sites and grouping them? Currently I'm finding sites with a reasonable # of daily impressions with the ad size and placements I use (300x250).

Any insight on this would be greatly appreciated!
