Unpublished page means that basically they banned some page of yours.
And they blocked you from logging in because they detected mallware on the device you're trying to login from.
Maybe they banned/unpublished your page(s) because the mallware was posting on your FB page? Or maybe you posted a link to something they considered mallware on your FB page?
Facebook doesn't trust your account for creating more Pages.
Have you tried reaching out to them via support? If you're based in the US they have live chat available between 9-5 CST.
