Tier 3 and 4 Geos

If we know android is the best OS for traffic in tier 3/4 Geos...why even bother trying to test out IOS in those Geos I mean wouldn't it save time and money to not even target IOS users in countries like that?

You can only buy traffic that exists, so if there are iOS users in these GEOs too, you can still try to monetize them. Android is often the best performing OS, but it's not ALWAYS the case. Sometimes it's actually better to start with iOS, as the volumes are almost always smaller, so it requires lower budget to be able to run across the day without interruptions.

Thats a very general statement. Consider this points:
-every extra targeting like excluding and OS rise your CPM
-Android is very often better where there is a lot of Android under OS 4.5 - that allows a lot of shady stuff. If they have newer phones, Android and the other OS come closer from the performance
-There are Tier 3 markets that work with iOS better then with any other OS for example Iran (double eCPM) or Kazakhstan (tripple eCPM) -----> thats maybe even a good idea to buy here only iOS
