If you stick to the main ones there should not be any trouble. They have extensive privacy policies and the users sign up to these products when they install the software. Its "clear" from the small print shown that advertising will be shown, and they have the option to opt out.
Now the important disclaimer
I am no lawyer so you should seek some real legal advice and dont take my word for it

asked the same question and the conclusion was...
if you aren't doing much volume, don't worry about it. if you are, well, someone out there (lawyers, etc..) always makes money when someone else is sued. just be cautious when you ARE doing bigger volume
ditto:

The top 3 ppv networks probably each do millions in revenue every year, cant see how they could be illegal and still operate

To be totally honest, like previously mentioned, if you stay with the Big PPV companies then you shouldn't have to worry about anything. I actually asked my cousin about this (He's a Lawyer), as long as the user agreed to their terms and it is mentioned that ads will be shown, there should be no problems!
Hope that helps

Depends which one, lol. The main ones people use are compliant though, truste certified and easy to uninstall.

PPV networks are in fact entirely illegal.
My friend works as a lawyer with the FTC and he's dropped several hints that the FTC is going to be coming down HARD on PPV networks as well as any affiliates caught running traffic through them. Affiliates caught running on PPV networks will be subject to a class (1)(a) felony, as detailed in section 32.C of the United States Penal Code (USPC). Folks, that carries a fine of up to $1.5 million per offense, in this case per campaign you have running. Oh, and if you think living overseas is gonna protect you -- think again. The FTC has extradited criminals for offenses as tame as (1)(d) -- (d) for chrissakes -- so you can rest assured that they'll have no problem dragging you into U.S. court for a (1)(a).
Ask yourself if it's really worth it. Personally, I'd suggest you stop running all traffic through PPV networks and delete your campaigns immediately. I can protect the first (5) people who PM me, but I will need a copy of all campaigns you have currently running through PPV, as well as detailed statistics on their profitability, so I can pass them along to my colleague at the FTC. He'll be able to put you on the whitelist provided you cease running traffic immediately.
Is it worth the risk? Stay safe, guys!
