Volatile stat on newbie accs

Hi!
I faced with the next situation:

1. One the perfect new acc has approved campaign with three ad sets where the bid is auto and audience is over 5kk. But it's three days longtime on zero stat. No clicks, no views. What's wrong with it? Acc is under a new BM, with new credit card, which was never mentioned if FB payment methods.

2. The second acc is on under another BM, but this accs has about $10k spent still Jan 2017. I didn't use it for about month. And now when I moved there some campaings that give me about 1k clicks in another "hot" acc right now, in this acc activity is close to zero. With the same campaign's and ad sets' settings, bids and audience.

As I understand I should warm up both of accs some way. But what exactly should I do for this?

Looks like the accounts are under manual review. You use the accounts on same ip's/browser version/device etc?

I use three BMs on the same lap top

I am not sure if you farm them/buy them or whatever, and if you push BH or WH campaigns. But I suggest to approach several accounts very carefully, especially if you were banned in the past already with other accounts.

acc was activated. today gotta 700 clicks already. you were right with manual review!
